How to make an mpeg2 with two audio streams (or more)?
The thought just popped in my head, and I do have some video ideas that involve using songs in other languages, where there are english versions as well. I was wondering if you can do it with Tmpge somehow? Or when authoring a dvd by associating an audio with a video file?

What I would recommend is using either Matroska or OGM since these two container formats are capable of holding more than one audio stream. Users would then have the capability to choose the English version of the song or another language.

Okay... a good suggestion, but I don't think it's what i'm looking for. I'm looking for more of making an actual Vob file containing the video, and multiple audio tracks, being my intentions are more leaned towards dvd authoring purposes, and I don't think most consol players if any can read either of the Matroska and OGM containers yet.

You'll probably need something more complex in terms of DVD authoring software for language selection capabilities. You have to make two audio streams, which I guess you already did, then associate the two streams to different languages (eg. the English track goes to EN, German goes to DE, Japanese in JP, etc ...). Then burn the DVD as usual. Check the help files/manual for your DVD authoring software to figure out how to use two audio streams. As with which program, I wouldn't have a clue to recommend in the Windows world. Sorry.
