How do you fix the audio?

I'm currently working on a AMV and I'm just finishing the last things but I have a problem. I burned the video onto a VCD and watched it on my TV and the audio, everytime it suddenly gets louder, it makes a weird buzzing noise and sounds horrible. So I'm wondering if anyone has any advice to fixing this problem. I also tried playing it on my friend's computer as well but it still made the noise.

To give you more info, the song is "Haunted" by Evanescence and I ripped it off the CD as a .wav using EAC. I'm using Zwei-Stein to make the video but I just got Premiere and I've been working with that (I need to change all the videos into a different format but I need to fix the program to do that first -.-)

I think it might also be the program I use to change my AMV from .avi to .mpg (cause it only happens when I watch the .mpg on other computers, I can't even watch it on my computer)

Would Premiere help? Or do I need another program? What would you people suggest to fix this?
