No, 23.976fps is NTSC FILM framerate. 24fps is not.

I think maybe you meant "file size", not "bitrate". And actually, if you're going FROM ~24 TO ~29, it's not necesarily gonna make the file size any larger (well maybe a couple hundred bytes at most). Although that also depends on the program. For instance if it just decimates or copies frames (like when you slow down and speed up clips in Premiere) or if it does frame blending, like in VirtualDub (this is why it's always a good idea to never use Premiere to slow down or speed up clips, always use VD, it'll look smoother).

Each frameof a 24 FPS video has 25% more bits than a frame of a 30 FPS video at the same bitrate. Thus, if you lower the framerate from 30 to 24, your video will APPEAR to have a 25% higher bitrate - essentially, free quality.

..Shut the fuck up Mad Hatter, you DUMB FUCK. He means bitrate. Lower framerate = less bits spend = lower bitrate for same quality. Essentually, he means that the lower the framerate, the lower the bitrate has to be, rather than a file with a higher bitrate, it needs a high bitrate for good quality.

Um, it doesn't have any more bits per frame. Why would it? I mean, unless the frames were different sizes (ie 352x240 as opposed to 640x480). It might have more bits per second, since there are more frames per second, but as I mentioned before, that depends on how it's doing the conversion. If it's just duplicating a few frames, it won't increase in size at all. If it's using some kind of frame blending, then yeah, it'll increase.
