This works with every video editing software that has multiple video tracks.

1. Create a white image with the same dimensions as your video footage in your favorite image editor. TIFF format preferred, but BMP is fine, and PNG is good too. Avoid JPG.
2. Import the image and adjust the duration if needed.
3. Drag the image under the segment you want the white flash.
4. Adjust the sliders on the clips to create a fade. A few frames worth is usually enough.
5. Tweak if necessary.

6. Repeat as needed to induce seizures.

To make a fade, move your mouse pointer over the left or right corner of the clip you want to fade. The pointer will change and there should be a "fade offset" indicator that will pop up. Click and drag either left or right depending on which end you are fading. To add the flash in the middle of an existing clip, split it where you want the effect and apply the fade to the new ends. Once you create the fade, if you right click on it you can adjust how it fades (linear, fast, slow, smooth, sharp).

You could also do this with a Video envelope for an entire track, but I'd rather not explain how to do that. You can go through Vegas' Help file to figure out how to use Video envelopes.
