I was wondering how the "pulsing" affect was attainted in this video

Play around with zooms, opacity, and motion. For the 'pulses' that are overlaid, there are two copies of the clip. One that plays normally, and one at less than 100% opacity that has the zoom/motion effects applied to it.
Most editing programs are capable of doing that kind of thing. What have you got?
