Effect from Paranoia Agent

At the credits, they show this one effect that I would like to know how to do. If you've seen the credits then you know what I'm talking about. Thanks! :P

Do you mean the shockwave-esque pulse effect shown during each shot of the characters?

I can suggest trying to do a panning effect twice at the same time in opposite directions. And of course, you will need a certain level of transparency for each of the two panning clips. Now, overlay this onto the same clip that was used in the two panning clips, except dont add any transparency to the clip that is "under" those two clips.

If that made any sence whatsoever to you, I commend you.
