Is my Step by Step instruction correct?

the unfortunate part, do you know it from first hand?
I havent seen anything expcet a guide by 1 persn stating it doesnt work.
I need to see something a bit conrete just to know why it wont work.

I have tried googling it but no accurate info of what I was looking for was found.
sorry, im going to be a bit ignorant, hard headed here. I am coming with the assumption of seeing why adobe premiere program has 23.98
now it can be something as how it is reading 23.976 as 23.98 but I want to find out why its doing it and im sure, someone has probably found a patch for it.
I want to dig on that instead of going through the alternative route wihich is providing me several headaches.
im still gonna go with the setup of 23.98 timebase and frame rate of "Frames" instead of 24 and see how the end result came out using a footage that is being read 23.98.

A very authoritative guide. If you do what you plan to do you will have no predictability with your cuts and your timing will go all out of whack when you export.
