When I export to tape everything speeds up at one point near the end. This also happpens when i watch it from the beginning on the computer.
How would i go about fixing this?? Everything is rendered and ready. I've tried rebooting the computer too.

You didn't mention what software, computer speed or etc... that pertains to your situation.
Have you tried defragging your hard drive?
Turn off everything you don't need...
Re-render your video, if it's doing the same thing in a software player then there might just be a problem with your source material in the first place.
One thing that might help is to make sure you only create a file in the resolution that you need, if you're going to tape then there is no point in rendering out 720x480 footage. (less work for the computer means smoother performance and so on)
