NTSC signal?

Is there any way to get rid of the NTSC signal for the video so that the resolution can be higher?

Yeah...capture HDTV broadcasts.

In all seriousness: NTSC is a standard that defines parameters for color television; there's no way to "strip out NTSC" from an NTSC video signal.
