You'd think that setting the project settings to "no fields (progressive)" would take care of that, but Premiere is just stupid that way... oh well. That's really something they ought to take note of and fix, though. If we've already specified progressive footage, why would anyone want "deinterlace for speeds below 100%" on by default?
