Dream Sequence in a video

I'm wanting to start out my second video with a dream sequence. Now I did more than half of the video before, lost it and finally have everything back in working order now but can NOT remember how I did it with Premiere. Any help here? I just want that 'fuzzy edges' effect.

I've got a guide for Premiere 6.5. Of course if you have Premiere 6 you can just use a matte instead of the filter. But that's a bit more work :p
