Like do you want a watermark or a big image?
Just make a image with your favorite editing program(that allows transperancy/alpha channel export). Import to Premiere. Set the Transperancy to Key Type: Alpha. Then use the Transform effect from the Perspective's group and adjust the settings (Scale X,Y, position X,Y) into until it's the proper size and in the right location.
