What filter shoulld i use (Virtualdub)?

What do i use to remove these pixelate (???)

A VCD version

to change it to a smoother one:

A DivX version (not sure if its Xvid)

I tried the smoother filter of virtualdub but it comes out worst than before.
What to do? what to configure? Help

for the VCD, you could try upping the bitrate.

steak you shameless whore ;o vcd can only be 1150kbps cbr or it breaks the standard

use some compressability increasing filters like convolution3d and smartsmoother hq I guess?
