Er, yes, you can. VOBs are slightly weird (fixed packing size - I think 2048 bytes - as well as as specific stream muxed in of junk to keep things padded to spec) MPEG Program streams, including one MPEG-2-coded-video elementary stream - an M2V. You can't rip VOBs into M2V files, unless you take it into TMPGEnc, which is a fucked up thing to do.
