I am looking to an Avs script that replicates adjusting the Levels Control you find in After Effects so that you move the bottom and top to the significant parts of the beginning and end of color histogram so that the colors are all more brought out.
Has anyone done this? Any luck with HistogramAdjust?

It's rather hard to operate though since you just have to plug in numbers. You are best off opening your video in after effects or virtualdub and grabbing the values from that levels filter and plugging it in.
