Are you exporting it into a HuffYUV/Uncompressed RGB AVI? If not, go into File>Export>Movie. Set your compressors and then export. Depending on the source, it will take 15-30 minutes to export on a slow computer (I deem slow as anything below a 600MHz processor.) Then, get TMPGEnc and convert the AVI file to an MPEG file, roughly a 1000kbit variable bitrate. It'll come out to around 30MB, also depending on your pixel resolution (For example, I export all my projects with DVD source as 720x480, and then do a BilinearResize to 480x360 in AVISynth) and video length.

read the premire manual.....it goes all over this....you can also read the gudies...they also talk about compression for online distro.

If you want to send it to your friends via E-Mail you code encode it to RealPlayer. There comes a plugin with Premiere for export to that. The quality will suck, but it is going to be about 3-5 Megs filesize so it's good for quick sending or fitting it on a few ol' discs.
