I had better luck using a glow filter that varied in intensity over time via keyframes. Levels kind of worked, but not with the same "shiny" effect.

Using Diva's deinterlace option worked for me, and it's free. Worth a try!

This is an effect from one of Koopiskeva's vids.

The brightening flash-like effect is focused on the girl's silhouette and then fades back to normal. Any idea how this is done?

I use FCP 5, but if you know how to do it another program, that still helps!
