if I remember correctly (and I may not, because the last time I used WMM was about...5 years ago,) WMM only has 1 video layer (I think I'm at 6 or 7 in my current project,) can't edit down to the frame-by-frame level, can't export using a codec of my choosing and the basic effects are pretty lackin...
