How are the winners usually judged?

I mean, if by judges, when do they release the winners to public. And if by the audience, how does it is made? And with both?

I guess just editing normaly, then rendering it UTvideo/PCM uncompressed.

I have MP3 sources and want them to become WAV so I can edit them. In what free program can I be able to compress them that way? And directly from the NLE, which is better, or it is good to: - Render MP3 as WAV and edit with it?; - leave the MP3 there and at final render is PCM uncompressed? Thank y...
