If you are attempting to play this DVD on a non DivX DVD player, the format cannot be DivX, or XviD, or any other codec of the sort. Well, the only thing I can think of atm is if you're using Adobe Encore DVD, to transcode the files to have a lesser bitrate. (it gives you several different bitrate options when you right-click on a file and go to 'Transoce')

Yes, this will work for any frame sized video.. though you may want to make the propor adjustments with AddBorders for widescreen and such.
