starting out

I am new to windows movie maker and i am new to this web site i need help on what i should do first.

i mean i dont know what kind of music i should use and how i start on the video or if windows movie maker works on this site and if not what should i use and where can i find it.

So, it sounds like you need to read the guides. Have you looked at them yet? It's best to read them first before posting in the forums.
All you're likely to get here are more links to the guides, so I'd suggest reading them.
They answer almost any question you'd have.

Well, if you're not even at the point where you think the guides are helpful yet, as one n00b to another, I can at least answer your specific questions:

(1) Use whatever music you like, which you think goes well with the anime footage you want to use. Or go the reverse direction and start with the music and search out footage that goes with it. Come up with a concept you think is worth your time, and go from there. Combining the music and images is where you get to use your creativity, and the sky's the limit. Sometimes very unlilkely combinations can give great results. Take a look at the videos listed in the Theory guides or the top star scale for examples.

(2) Get started by reading the guides, or at least skimming them. Then collect some source footage and music and start learning how to use an editing program

(3) You can certainly put together AMVs using Windows Movie Maker. Some people on non-windows platforms may have trouble viewing them, and most people eventually find that they want a more powerful tool, but plenty of AMVs have been made using it.

(4) You can see reviews of various commercial editors at http://www.videoforums.co.uk/guide-videdit-16.htm or http://www.videoguys.com/RT5.html. It shouldn't be difficult to find places to buy them.

Self animation? that's a tough one. At least half of your video must be anime or Japan-centric animation. Given that series such as Teen Titans and the Powerpuff girls are simply "anime-inspired" because they weren't made in Japan I believe you'd have to either be Japanese or be drawing your own animation in Japan to fall under house rules regarding this sort of thing.

Actually it was ruled a while back that your own animation is allowed...

ok damn im not jappanese or makeing them in japan the thing is around here a job is hard to find so i cant get animation videos or the stuff i need then the only place around here that has anime is the super wal mart and that only has 3-4 anime movies 3 i never heard of by looks they are new and 1 is Inu- Yasha. i dont remeber the names so plz dont ask
