Lip syncs are a bandage unless directly linked to a unique concept. With that said, I do have a lot of lip synchronized clips.
My lax rules of thumb for AMVs:
1. No lip flaps without audio sync, talking is distracting
2. Avoid seizure color/white flash syncs unless for good reason, no one like hurting eyes.
3. DVD or better resolution, compression as close to source as possible.
4. Have a concept, random clips to audio is equal to static noise on screen.
5. Effects must support the video, not be the focus. Otherwise the video is a tech demo.
6. Only use an audio source that no one else has done or use to make a better video than existing video.
7. New anime is closer to the fanbase but old anime needs support, show the love.
