TMPGEnc (http://www.tmpgenc.net/en/e_main.html) is a free MPEG-1 encoder and for a limited time, it will also encode MPEG-2.

Other MPEG-2 encoders available are QuEnc (http://nic.dnsalias.com/QuEnc.html), NuEnc (http://petercheat.host.sk/libav/ based on QuEnc), FreeEnc (http://www.free-codecs.com/download/FreeEnc.htm), and HC Encoder (http://www.bitburners.com/HC_Encoder/ this site also hosts a newer version of QuEnc - v0.72).

The first three are based on the libavcodec libraries and should be similar in performance. The last one (HC) is based upon different code.

Speaking of libavcodec, ffdshow has the capability to encode MPEG-2, but you may need to use Graphedit and/or use the command line to encode something. I'll also mention mencoder (http://www.mplayerhq.hu/) here too.
