Christopher Nolan picked Ledger himself. He said he was more concerned about the appearance of eyes than the face. Makeup will surely remedy the rest. I really don't know how that will turn out...still doesn't seem like the right choice to me.
The direction I see this character heading in will be that of a tragic villain whose plight will make people understand his insanity a little better. I'm not really sure if I'll like it, but it will be more true to Alan Moore's defining works of The Joker, and give him a more sinister edge.
