import a white image or make a white box in your titler. drop it in. lower opacity.

(assuming vegas has a titler)

this is in the wrong forum section. theres an area marked for other video software

a black flash?

uh why not just use a fade out? cut the clip where you want it to flash and fade out

or you can put a black media generator on the timeline above it, and fade it in...

ps. the media genearators can create any color of flash you might want to use...

OR there is a Transition called flash, just drop it into a crossfade where you would like the flash to occure

Also try the glow effect one can apply on a clip. That depends on the duration of the flash.

Having a white image makes it look hard but you can use fading as JaddziaDax suggested.

"Whisper of the beast" make nice use glow or blooming.
