How to make effects gradually increase in premiere 6.5?

I want to put an affect on a clip, but I want it to gradually shift from no effect at the beginning of the clip, to fully affected by the end of the clip. Like, say I want to apply a radial blur, but I want the clip to gradually blur until it just looks like a circle. When I apply radial blur to the clip, the whole clip becomes blurred to the setting that I put it at. How do I make the effect be applied gradually?

by using keyframes
I use premiere pro, so the way you go about doing this is different from what I would explain.

there should be a blurb about keyframes in the (program's) help guide

In Premiere the effects control dialogue box should list all the effects you have applied for the selected clip. In the box (not the timeline) click on the little stopwatch thing to set the first keyframe. Now whenever you scroll to another point on that clip and modify the effect in any way, a new keframe will appear.

The same can be done in AE, you just use the consul on the bottem the same way.
