When paypal freezes your account, is that actually effecting your bank account, or just the money you have in a paypal account?

Create two download aliases, one for donators and one for those who don't donate. Cap the non-donators to 20KB/sec. That should work seamlessly in place of the "pancake" download you have now and provide what you need.

Bandwidth cap should be either 28k/s or 56k/s. 20 or 40 isn't immediately recognizable, but the 28/56 are, and people can immediately relate to the limitations of dial-up.

I'd personally recommend the 56k limit, though it would mean that dial-up users would effectively still have no limit. Downloading on dial-up is a pain regardless. Further, the people more likely to be able to afford to donate are more likely to have broadband.

The other consideration is that that limit should be per user, not per connection. Downloading multiple simultaneous streams, each at 56k, would mean that a broadband user would be able to generally avoid the limit (and certain browsers and download accelerators let you bypass the recommended internet rules about no more than 2 simultaneous connections). Unfortunately, I'm not sure how easy it would be to set that kind of system up. I messed with it a bit when I was running an FTP server, but it gave me a headache then, and that was years ago.
