You do realize that there's a Video Hardware Help forum about... oh, a page scroll below General AMV, where this topic would have actually been appropriate?

Finally, to answer your question, connect the cable (I'd assume S-Video) from your computer to the TV, then go to Display Properties --> Settings --> Advanced --> Displays, then click the power button by 'TV' (it should be red) to turn it on, then smack yourself upside the head for not reading your manual or checking the help file as this is one of the most basic setup things involved with an ATI card.

Are the proper drivers installed? (Probably a dumb question)

Did you try calling tech support? You got it for free when you bought the hardware.

How is it currently set up? Do you have an All-In-Wonder 9800 Pro, or just a 9800 Pro?

If you have a standard 9800 Pro (not the AIW), does your monitor have a DVI or a VGA connector? If it has a VGA connector, you have to use the *VGA* connector on the card, or the Video-Out will not work. You cannot use the DVI-to-VGA adapter and have TV-Out work on the non-AIW 9800s.

In either case, is TV-Out enabled in the Displays tab in the Control Panel -> Display -> Settings -> Advanced section? (Details are on page 35 of the standard 9800 Pro manual, available here if you don't have a paper one. The All-In-Wonder 9800 Pro manual covers TV-Out on page 26, available here.)
