Because 3 means "average". If you take all of the AMVs in existence and average their ratings, the averages should be 3 since "average" is the definition of 3.
Making the average be larger than the definition of average gives us the same problem that the opinions scores have in that the vast majority of the videos are rated "above average" since there 5 means "average". The opinions section has a small excuse in that generally only good videos are given opinions.
However, this is not the case with the star scale. But if people over-inflate the scores, the top scores have less meaning. If you get a score of 4 when the average is 3, it means something completely different than if you get a 4 when the average is 4.
