How? /Where to get "Old Film" & "White No

On my last video, this was an effect I wanted to use but didn't know how. I found a couple of plugin filters for Premiere that offered that ability but were only trial programs (had to pay for the full function).

IS there a free plugin/filter in VirtualDub or Premeire that can do these effects? Or possibly even in After Effects?

Old Film - what you see on pre-technicolor film like the broken lines, dust particles, etc. I've seen several people use this - so where are they getting it?

White Noise - basically the white static you see on TV. Becoming more prevalent in sci-fi shows like the Matrix, Armitage, GITS:SAC, etc.

The quicktime filters include an old film effect that might be more suitable for your pocket :)

Premiere has a filter called "film grain" which will allow you to create white noise.
