It's quite possible you have both set to master or slave.
There should be instructions that came with your DVD drive, or at least a sticker on the drive itself that explains how to set it to master (MA) or slave (SL).
Figure out what it is now, then switch the DVD to the other position.
If that doesn't work, you could take out the CDRW, and if it has a sticker on it explaining the positions, you could try setting both devices to the Cable Select setting (CS). Don't try this until you've tried changing the setting on the DVD first.
*if you're using windows 2000, be sure to go into Device Manager, select your second IDE channel, choose Properties, and under advanced, select "Use DMA if Available"
