Not really.

Once everything is intergrated into a wav file it can't be removed. It's like asking if there a program that can cut characters out of anime for you.

The only thing you can do is get seperate channels from the dvd. It's possible that only certain things will be in, for example, the centre channel. Other than that you're basically screwed. It's not impossible but its not simple either.

if you mean just get the music off of a dvd when theres diaglougue and sound effects at the same time, then the answer is no.

You can fake it with karaoke filters and the like but you can't extract an audio channel from a dvd in that way.

It's extremely time consuming and generally not worth the effort.. but the most common way to extract vocals/music/soundfx/whatever you basically have to selectively cancel out frequencies using a good EQ for the duration of whatever it is you're working on. Multiple multiple EQ plots are needed, and they constantly change during the duration of the clip - it's not fun.
