Not the Typical Hosting Question

Entaro Adun Fellow AMVers. As many of us are, I'm looking for hosting. And I recently tried doing so from my own computer. Problem with that would be that when all of my upload bandwidth is being used, ATT seems to act like all of my download bandwidth is used as well. Which means, when I'm using all of my bandwidth to upload, I can do almost nothing online, having even less download bandwidth than a 28k modem.
So, my question to you people is, have any of you seen a program online that will let me webhost from my own computer AND cap either the amount of users, or the bandwidth being used on said users?

Serv-U is always good, thats what I used when I ran an FTP

bulletproof ftp is best, easiest to use, and it has bandwidth control.
