We don't know much about it... but what about Jenova? I mean, the way Sepheroth described her, she's pretty damn evil, killing off the Anceints and all.

And what was the deal with Ultros? He just seems to like to cause havoc just for the sake of it.

However, the true evil badass of both series are the Imps. Just think, they go through five series just getting their arses kicked and then just seem to dissapear. Where'd they go? I'll tell you! They're the ones who told Geshtal where to find the Espers and they're the ones who pushed Hojo over the edge and gave Shinra their millions! Don't you see? They're the architects of everything evil! They want revenge for being cast as pushovers time and time again!

I would say Kefka, Sephiroth wasn't insane at first(no human being is born insane), while Kafka porved his insanity during the beginnig of the game(the slave crown and everything).

I prefer Sephiroth over Kefka though, he's just to darn pretty.

(and once again off topic of FF6 and FF7, so I aplologize and keep this in parenthesis, but Rinoa from FF8 is the evilest of FF characters)

But to remain serious, anyone who has ever played twisted metal black knows that Kefka and Sephiroth are as tame as newborn kittens.
