Jin-Roh has riots. Tekkonkinkreet has a bunch of scenes that could be construed as crime-related, so does Trigun. Dead Leaves is all about breaking out of a prison. There might also be some usable stuff in Paranoia Agent, but it's been so long since I've watched that series that I couldn't tell you what episodes.
