Check out the Canon VIXIA HF R400 or the Sony HDR-CX220. They're both amazing camcorders for $200 ish and then you can use the rest on a decent tripod.

If you actually want to learn how DSLRs and manual photography work on the cheap, I would recommend a Sony Alpha starter like the A100. Lenses are the biggest investment by far for a DSLR, but the Sony uses a lens mount compatible with old Minolta lenses which you can get relatively cheap. You won't have auto-focus, but you'll save hundreds / thousands.

Just don't get one of the NEX models. They only work with Sony's lenses.
