Black and white with a tint of red

I used Adobe Premiere and Windows Movie Maker, and I know how to convert footage to black and white with both of them, but here's the thing:I have an idea for a future video where I want to turn all or at least most of the clips into black and white with a tint of red. How can I do this?
I can't stand weeaboos and people who keep badmouthing dubbed anime and say it sucks.

"Color pass" and "leave color" effects. Play around with either or both.
