how to make this effect in sony vegas

Grunge? But uhm, well, it's not really that bad if it's used correctly. Most people just use it badly

Yeah, not really an effect, If I remember correctly it's a sparkle (stupid name for it) if you search sparkles for sony vegas on the youtube it should come up in one of the first compilation videos.
