While one of this series main characters does share a VA with a main character in SM, that's still not the right show or OVA.

The animation studio behind this show is also responsible for another show that got big enough in the US to make it to cable TV and their story writers had a sick fascination with with naming key elements in their shows (the one I'm asking for and the one that made it to TV) after a single digit number.

While by this point I would have expected that guess much sooner, I'm gonna have to say no.

Neon Cyber ​​Formula Double One?

Well, that's the first time I've ever heard of it refereed to as neon.... but I will take that as close enough, though the proper title would be Future GPX Cyber Formula 11 (though I'd take Double One as well or just Cyber Formula 11) but the 11 is important as it's the OVA these shots came from, versus any of the other OVAs or the TV series.

And if anyone cares, Sunrise is the studio, Gundam Wing is the other anime I was hinting at, the Zero system and Zero Realm are the key concepts sharing similar numbered names, and Usagi from SM and Asuka in GPX share a VA. That's enough useless facts so I'll return you back to your regularly scheduled game and give FreeAMVs the go.
