No new guesses? Ok, how about a hit. The character you see in the last shot is, while not in the specific OVA of the shot, a main character (though even so he's re-occurring and very important to the overall story arch.)

You're Under Arrest!
I am the bone of my sword
Steel is my body and fire is my blood
I have created over a thousand blades
Unknown to Death
Nor known to Life
Have withstood pain to create many weapons
Yet, those hands will never hold anything
So as I pray, unlimited blade works.

While one of this series main characters does share a VA with a main character in SM, that's still not the right show or OVA.

My only other guess is Birdy the Mighty
I am the bone of my sword
Steel is my body and fire is my blood
I have created over a thousand blades
Unknown to Death
Nor known to Life
Have withstood pain to create many weapons
Yet, those hands will never hold anything
So as I pray, unlimited blade works.

Also no.
The animation studio behind this show is also responsible for another show that got big enough in the US to make it to cable TV and their story writers had a sick fascination with with naming key elements in their shows (the one I'm asking for and the one that made it to TV) after a single digit number.
