Well i call this effect sun flash because that´s the only name i got for it so basicly this effect is like making a flash transitions and focuse the flash on the sun, or on one of those stage lights wich i do not recall the name, so when it disapearing it looks like it was caused by the sun (stage light)

I've done that a couple times using lens flares. I just positioned the flare over the source light in the shot and keyframed the intensity to make the flash.

Get footage,
Have footage at placement of sun,
Use a lens flare effect (recommended at the colour of the sun in the anime if possible),
Position lens flare towards the sun,
Keyframe lens flare so the brightness or intensity rises covering the entire screen or most of the screen,
have your next scene come in by fading out the first clip in the peak of the sun.
