Yes actually it could be customised but that would take a mass load of time which is not very effiencent for many of us here. Im sure less than 1% of the people here use that effect anyways.
(on youtube thats a whole new story, it becomes overused)

There's this film grain effect using After Effects, so I was wondering how to make that too...

So, in order to keep ahead of youtube, the idea would be to make something that's more creative. Or, at the very least, just something that would be used in an AMV :P

I think its actually a video clip called [FC103] or something (i know its FC and a 3 digit number), my AMV buddies have them but i unfortunatly dont. I dont really also recommend using that graphic since it has been seen quite a bit of times and the audience would mostly likely want something new. However if you wanna chase the old stones its up to you =.
Actually in After Effects i think you can create something similar which is from the animation preset category of the effects coloumn. Try out a few and im sure you'll like them but make sure you change it a bit to make it seem more original :)

How do you know about all these effects? Is there a effects lists of something?

Well you sure as hell can't create it in Windows Movie Maker but you can create in a different program, render it and then use it as a pre-made video in WMM. But most people who use it don't make it, they just find it and use it.
