I can think of two eps of CardCaptor Sakura, maybe three, lessee, Glow, Snow, Freeze, Time mebbe...
Making an amv, is rather like being the director of a Broadway show, where you have a million dancers and each of them only knows one step.

D.N.Angel's second to last arc has an entire arc just about a lonely and sad girl in a snowy world.

As Code already suggested - Clannad. Although I would suggest Tomoyo chapter (ova) some dramatic snowing scenes! :) (+1ep? what shorter can you get :) )

Oh geez, I didn't know this was still alive! Haha, thanks everyone for the suggestions. The AMV is still in the works so if there's still some suggestions left then go for it. I'm pretty sure I got a truckload full of content by now though. :D
