Personally I just switched to qtaacenc for my aac encoding needs. Gotta give it to apple for once, they did a good job.

Audio is separate from libav/FFMS2 and is a working branch Kovensky has on github or repo.cz or somewhere, I forget exactly. FFMS2 and libav (well initially ffmpeg) have been in x264 master for well over a year. I wouldn't expect faac to get better any time soon, but the audio encoder in x264 has alternative options, I believe it uses qaac.
L-SMASH does better MP4 files because MP4Box and other tools which use GPAC are all ass. It was written precisely because the other alternatives all used GPAC and all sucked.

Grab Nicholi's? IIRC he made it publicly available with everything you need. JEEB might do that as well now but you'd have to ask him.

Grab full, extract to C:\, run msys.bat, start building shit.
