Setting a Max Vid. Bit Rate in Vegas Movie Studio 9 platinum

I hope that I put this topic in the correct category, and I really hope I don't sound stupid by asking this question, but as I have been trying to get my amv rendered for the upcoming amv contest at Nan Desu Kan 2011 and can't get the bit rate low enough and the deadline is in less than a month I've decided to ask for help even if I seem stupid.

This year NDK has put a maximum video bit rate on amv entry's this year, and I am struggling on getting my amv to that.
I'm rendering to avi, and it can be encoded with either uncompressed, "huffyuv or Lagarith". The Maximum bit rate is 8000kbit/s and the lowest I've managed to be able to render my amv is 167258kbit/s which is well over the Max video bit rate. I've tried messing with the settings in Vegas when I render my amv, however I can not get it any lower than 167258kbit/s. There is an option to set the max bit rate however it is grayed out and no matter how I try to set up the video for render it is still grayed out. So if anyone has an idea on how to get past this problem it would be awesome if you could help me out as I would hate to miss out this year because of my video's bit rate being to high, as this is the only requirement my video doesn't meet. If there is away to lower it other than how the video is rendered, I would greatly appreciate if someone could tell me about it. The deadline is August 22nd so I hope someone can help me out soon.

Encode to mp4 via ZarxGUI, 8000kbit/s should be enough to get a pretty good quality.

I suppose this is a screw-up on their side, though, as there's practically no way to get 8000kbit/s on lossless footage. The lossless avis are probably excluded from that rule, you might want to ask the staff themselves.

See Yue's reply on NDK forums. The bitrate only applies to MPEG2.
