Its TV Simulator.

Put interlacing to 0.000
Then put Vertical Sync to any place [ depends how much you want the clip to be pushed];; The more right it is, the more less push. The more its to left, its more faster push.

Hope this helps.

TV Sim is an effect that vegas has had for yearrrrrssss. It usually doesn't look very good, but if it works then go for it.

No need for plug-in's.
NAH! That would actually require some effort.

For After Effects: Take a look at the effect "Offset".
Can someone explain to me how to do it with pictures? An explanation on how to speed it up and slow it down would be amazing as well. I haven't seen this asked before (probably due to my lack of accurate description skills) and I'd really appreciate the help.
Use Ease In/Out keyframes and alter the value curves with the graph editor (if you use Offset in After Effects).

Ya, if you have a plug-in that does the effect you are looking for, don't use it! "Work Harder, Not Smarter", that's what I always say.

Honestly, I don't use plug-ins cuz I'm cheap. Christ, I still use AE Pro 7.0.
