Given the content of 0 and Divided By 0, Otakon is probably playing it safe by making it an 18+ panel.
Thankfully, it's placement on the schedule means that I definitely plan to attend that next Friday (although I need to get a wristband for it).

If that's possible, though you might wanna give a heads-up to the creators which and what you're trimming from their videos.
I guess as an example, the preview AMV you have on your twitter could end at the 0:23/0:24 mark instead of at 0:29.
But then again it might be hard to trim an average of 5 seconds off of the 244 AMVs to get that 20 minutes off -- especially accounting for the AMVs that might only be 3~6 seconds long and creators not wanting their submissions edited down. I'd say make a few compromises with the submitors and maybe shoot for 10 minutes off or so if you can.
Like for mine, you can shave off the first 3 seconds of my Porco Rosso AMV and trim down my Ranma 1/2 one as well, but THAT AMV stays as is. I would've made it even longer if it wasn't for the 30 second time limit...
