No, cookie cutter can't take a diagonal direction... You should be able to do it easily with masking though. See this thread for more help.

With bezier masking you can make a mask that is any shape, any angle. It can be simple, or as complex as you like. I use it all the time to cut a hole in a clip/image, or to take a character out of one thing and put them in another.

Ok, the thing is that you can't use cookie cutter in Vegas to open up diagnolly like that. It doesn't take a professional to know that, if you've experimented a bit with the effect you'll see there's no way to do it. And I doubt that video was made with Sony Vegas either.
I'm not saying you can't do it Vegas (you can, and it's pretty simple), you just have to mask. If you don't know how to, follow HalofBorg's link. All you have to do is mask the diagonal bar you want, set a keyframe, and then set another keyframe at the end point, with the bar open. If you want the border, copy and paste that mask onto a solid color from the Media Generators tab, and put it on a layer below. All you have to do is make the bar in the solid color's mask a little bigger, and you get a kind of outline effect.

.. confused ! -- are you talking about the image skewing in the background or
something else at 0:28 & 0:29?
Image
if its just the Skewing of the background, there are plug-ins for that.

Ok, I guess it probably sounds kinda complicated so I made a little step-by step explanation. The pictures are under spoiler tags:

First, you have your background. In this case, it'll be the awesome face I just happened to have. The thing that'll open up diagonally is the space pic, which is on the top layer:

Next, create a mask like this on the space image...

...and then place a keyframe at the end, and edit the mask to look like this:

Now drag a solid color on a layer under the space image.
Spoiler :

Copy and paste the mask keyframes from the space picture onto the purple solid. Now just zoom in a little, so you have a border like this...
Spoiler :

And you're done :awesome:

It's actually really easy, once you do it once or twice you'll get the hang of it and should be able to do in a couple of seconds. Hope this makes it easier
