Bashar: From what I was told when the category was suggested that is pretty much the gist of that category. We're waiting on Outlawed to post the category write-ups he made/is making for a full description, but it seems to be about having videos that are not easily put into any 1 category and is kind of a free for all thing.
As for FTP, expect it to open up this weekend sometime. I need to do a few more tests to ensure it will work properly and not cause major problems. I am switching FTP servers from the one I used last year and so far the new server is untested. I'll post when it's up.
Also, since I'm sure it will wind up coming up. Requesting permission to resubmit your video if there are problems will be similar but different then last year. Rather then submitting a new FTP request, you'll submit a re-submit request (basically, the button function will change) that unless I'm told otherwise, will actually work after normal FTP requests are cut-off. Thus allowing an easier format for requesting upload permission.
Finally, because of problems related to email alerts in the past (myself not getting the requests and Users not getting their info), FTP info will be made available via the entry system as well as emailed to you. So once the account is created you can either wait on the email reply with the info or check the entry system for the FTP info.

ftp://:@ngsilver.myvnc.com is not a valid format URL. You may want to consider actually populating the username/password fields when people request upload permission...
One of the tweaks I plan to bring up to production level today will fix the issue of showing you a server link before the username/password fields have been updated in the database to reflect the manually created account information.
Like I said earlier, SO4 on PS3 has my life right now. Well, and a 3 hour delay for the start of the work day rather then a snow day today.
