Pretty sure it is a manual process. Calculating the votes to determine the finalists, setting up the web pages for voting on the finals, etc. Based on previous round start times, I don't personally expect the finals to begin until morning (in other words I don't think someone is charged with staying up overnight to officially switch on the finals right after the semi-final voting deadline is reached).
